This paper focuses on the government to government(G2G) or inter-governmental transaction of public services, and looks for problems and improvements of it. One of the overseas development methods that have been attracting attention recently, unlike existing methods, is a package method that provides not only direct and physical goods and services for specific fields but also know-hows for management and operation of the public services. The so-called `G2G transaction of public services` is a new form of overseas development methods that differs from existing public development assistance(ODA) and corporate government transactions(B2G). Therefore, it is necessary to discuss on the laws, institutions and operating methods of G2G that are different from existing development methods. In this respect, we are to seek a revitalizing measures of the G2G transaction of public services on the basis of Seoul`s overseas expansion policy of public services through G2G transaction and public-private partnership.

This study analyzes to assess awareness of the participation effects, including participation characteristics, working conditions, and subjective/psychological satisfaction, of senior jobs and social activity support projects. The data was collected from July 01, 2015 to September 10, 2015 for about two months. A total of 71 elderly from the Elderly Protection Group were selected by the National Human Rights Commission of Korea to inform the purpose of the survey to the respondents and the survey was completed using self recording type. Frequency analysis and descriptive statistics analysis were conducted to examine the demographic characteristics and participation rate of the participants. Reliability analysis was conducted to ensure internal consistency of the survey contents and results. In order to analyze the differences in perception of participating effects according to the characteristics of the participation in the business and the working conditions, a cross-tabulation analysis, the chi-square independence test, was conducted, to examine correlation between variables. Lastly, multiple regression analysis was conducted to analyze the effect of business participation characteristics and working conditions on participation perception, which is subjective, and psychological satisfaction. Participants were found to recognize income preservation and social activity after retirement as the purpose of work rather than the concept of regular jobs, mainly preferring short-term participation.In terms of awareness of effects according to level of participation, participants were somewhat less satisfied economically with pay, etc., and were relatively more satisfied subjectively and psychologically as their economic/social margins increased. Furthermore, short-term participants were more satisfied with spouses, children, families, jobs, social relationships, and leisure life. In terms of awareness of effects according to working conditions, the more satisfied subjects were with their pay level and job, the greater the positive effect on their economic/social satisfaction; furthermore, the more satisfied they were with their interest in work, relationships with coworkers, and jobs, the more psychological satisfaction including self-worth, community spirit, positive attitude, and self-satisfaction they felt. Results of analyzing the effects between participation characteristics and satisfaction showed that longer work times and periods negatively affected working conditions and psychological satisfaction; therefore, participation time and period must be efficiently managed. As in awareness of effects, economic margins had a positive effect on subjective satisfaction, but other significant variables had a negative effect. These research results are meaningful as they assessed participation characteristics, working conditions, and awareness of effects and suggest political implications as basic data for strategic improvement of work in the future through analysis of variables affecting satisfaction.

This research intends to identify the effects of organizational culture, especially hierarchical culture, on the use of Information and Communication Technology(ICT). Given that government has introduced ICT for resolving inefficiency due to the relocation to Sejong city but the use of ICT is low, this research assumes that the hierarchical culture might be one factor. The culture is classified into centralization, formalization, and red tape in this research, and it is analyzed what these make effects on the ICT, especially e-government and m-government, and traditional way of working for a comparison. Traditional way of working contains face-to-face report and phone call, e-government consists of e-mail, and m-government is composed of mobile technology and `digital administration cooperating system` which is the official approval system of government. Robust regressions are used for the statistical analyses. Consequently, it is found that centralization and red tape are the cause of maintaining face-to-face report on condition that physical distance increased, and formalization increases the use of ICT. According to the interviews of government employee, however, the effect of formalization is followed in rules, and it does not help communication develop but makes prior work practices continue. This research investigates the influences of organizational culture on the use of ICT, and suggests that a reform of organizational culture is needed for the development of communication with ICT.

Although there are many studies about the impacts of diversity on team performance in private organizations, there are few studies about the relationship between diversity and team performance in public organizations. On the basis of this fact, the purpose of this study is to analyze empirically the effects of surface-level and deep-level diversity on team performance in public organizations. To achieve this purpose, I conducted a questionnaire survey with a sample of teams within districts in Seoul Metropolitan City and analyzed empirically the results with a hierarchical regression analysis. I found three important research results. First, I found that deep-level diversity had stronger impacts on team performance than surface-level diversity. Second, age diversity, value diversity, and cultural awareness diversity were positively associated with team performance, and cultural awareness diversity among three independent variables had the strongest influence on it. Finally, unlike my expectation, gender diversity and knowledge-based diversity did not show s statistical significance about team performance.

The purpose of this article is to verify the influence of daily stress on life satisfaction in the aged, as analyzing moderating effect of stress coping strategies. In order to the aim addressed above, the study used the questionnaire that was administered to KReIS panel 5th sub-data in 2014. In this study, some hypothesises were set through literature review to test the relationships between the variables given. Their hypothesises were tested by regression analysis. The results in this study are as follow. (1) daily stresses negatively affect life satisfaction in the aged, (2) positive coping strategies as moderating variable on daily stress are positive effect on the life satisfaction as dependent variable. On the other hand, negative coping strategies as moderating variable on daily stress are negative effect on the life satisfaction. These results revealed that daily stress can lessen the life satisfaction in the aged, and then the ways of coping strategies can give different effects on the life satisfaction in the aged.

The aim of this study is to analyze determinants of the local government fiscal health focusing on the effect of regional factors in Gyeonggi Province. Consolidated budget balance ratio and debt to total assets are used as fiscal health indicators. And regional factors influencing the fiscal health are categorized into financial, political, economical and demographic factors. As the results of the analysis, the region in good fiscal health has 5 conditions : Fiscal self-reliance ratio and welfare expenditure ratio are low. Regional development expenditure ratio and aged persons ratio are high. And it has a large number of industry employees per 1,000 of population. And the region in bad fiscal health also has 5 conditions : Fiscal self-reliance ratio and regional development expenditure ratio are low. Welfare expenditure ratio and the ration of aged persons are high. And it has a small number of industry employees per 1,000 of population. Policy implications are as follows: The increase in regional development expenditure helps fiscal health to be good. And the balance between welfare policy and economic development policy is important.

The purpose of this study is to reduce budget waste and help rational selection of location by maximizing conflicts through the analysis of the location selection process for provincial office relocation applying ACF. This study analyzed the promotion period and the re-promotion period that caused policy changes, how to form the belief system of advocacy coalitions, the factors that changed the organization and belief system of advocacy coalitions, and the effects of policy brokers and policy-oriented learning on policy changes. The results suggested that policy advocacy coalitions mobilized various strategic means such as power and network(solidarity) of public organizations, a statement, an assembly, and survey results to apply internal and external parameters as resources in the policy conflicts of belief system between stakeholders. Also, it was confirmed that the systematic process of collecting opinions from residents was necessary through policy learning to establish reasonable location criteria. In conclusion, to secure the rationality of policy making in the process of policy change, policy learning should be induced between policy subsystems and a policy promotion system should be established to enhance capacity as a policy broker that mediates group conflicts. This study will become an important empirical data of policy in the study of location selection on the relocation of public institution facilities similar to Jeollanam-do Provincial Office. However, further research should be done to provide more comprehensive analysis and clearer suggestions.

The paper assessed the operation of BSC(Balanced Scorecard) through time lag approach in Korean local government. The results of the analysis indicated that most aspects were improved in the system and operational method of the BSC as time as time goes by and they are all in good state. However, the results of assessment in the governmental members` attitude toward the BSC showed a little difference. The degree of the employees` acceptancy of the BSC could not be assessed so affirmatively in some local governments. Especially, the degree of mayors` support of the BSC was not improved and rather went down in a local government as time goes by, and the degree of their support is not in so good state. The results of the analysis suggest that the operation of BSC in Korean local government should be focused on improving the organization members`s attitude toward the BSC from now on.

This study analysed institutional evolution of the arts policy from the perspective of the historical institutionalism in South Korea for the 50 years. It tried to catch up how the arts policy has been changed over time concerning the relationship amongst the policy ideas, the needs from private sectors, and exogenous impact. The time period of the study is about 50 years(from 1961 to 2012), and the arts policy being main analytic context of this research includes laws, organizations, fund managing system and the policy contexts. Analysing of the empirical study revealed significant findings: firstly, government dependency of private sectors was found in the arts policy for the researched period. Secondly, the arts policy has been changed incrementally and accumulatively, which eventually made the policy different comparing the original. Thirdly, the private sectors were divided into conservative and progressive groups, but both of them had the policy dependent behaviors to the government. Fourthly, the period when the art policy was radically evolved comparatively had the characteristics of the encounter between the president changing and the economic crisis.

This article aims to demonstrate some implications on the public-private cooperation in regulatory reform of korea through analyzing the regulatory reform history from 1998. The importance of public-private cooperation in regulatory reform is rapidly increasing due to the growing complexities of market. But the result of this research shows that, at least in korea, the regulatory reform hardly functions as or offers a basin of spontaneous market order. Rather, it is easier to find the cases that regulatory reform works as a policy tool for accomplish the goal of a sub-policy of industry policy and is much easier to discover the situations where public-private cooperation functions only as a mechanism of private participation. To guarantee or to increase market autonomy, vast investment on building sophisticated public-private cooperation system in regulatory reform, develop expertise on the institution, and relentless regulatory reform implementation is essential.

More than ten years have passed since a BSC-based performance management system was introduced in Korea. Much empirical research and case studies have been accumulated during this period. However, there seems to be a lack of research examining whether or not the system has achieved its objectives. In this study, I attempted a comparative analysis of the BSC system in three organizations: a municipal government, a public enterprise affiliated to a metropolitan government, and a private university. Results show that the BSC system in these organizations was not effective: a) formalism prevails, b) people lack understanding of and interest in BSC, and c) the feedback of evaluation results was particularly weak. These tendencies were found to be positively related with the level of organizations` publicness. One important component of BSC is "a balance." Yet, too much attention is paid to "scorecards." Some policy and research implications are addressed.
